exercise in futility

Do the President and congress really believe a new set of laws controlling immigration is workable ? Do they really think piling rules on already existing rules will improve anything ? Do they really think think that by legislative fiat they can solve the problem? Heck they haven't been able to enforce the existing laws. Do the even consider how to enforce the rules of the cumbersome process they are contemplating or do they think compliance will be the result of their good intentions ? Have they considered the huge beuracracy they will have to create ? The whole thing is an exercise in futility , a redoubling of effort as they lose sight of the goal.
